Who We Are
Heart & Soul LLC is a Virginia-based behavioral health, intellectual and developmental disability (IDD), residential, and community support organization with over 30 years of service throughout the Hampton Roads, Newport News, and Richmond communities.
Founded in July 1994 by Matthew Bradley Sr. and Bobbie Bradley, Heart & Soul LLC has remained committed to improving lives through compassionate care, supportive residential environments, behavioral health services, community integration, and person-centered supports that promote dignity, independence, stability, and quality of life.
What began as a mission to provide safe and caring environments for individuals who had nowhere else to turn has grown into a respected multi-service organization serving diverse populations with varying support needs across Virginia.

Two Divisions, One Mission
Heart & Soul LLC operates under two specialized regulatory divisions, allowing us to provide comprehensive residential, behavioral health, intellectual and developmental disability (IDD), and community support services throughout Virginia. Each division is licensed and regulated by the appropriate state authority, ensuring the highest standards of care, compliance, safety, and person-centered service delivery.
Together, these divisions work toward one shared mission: improving lives through compassionate care, community integration, dignity, and opportunities for individuals to thrive.
Virginia Department of Social Services (VDSS)
Our VDSS-licensed residential programs provide structured, supportive, and compassionate living environments for seniors and adults who require supervised care and assistance with daily living activities. These programs are designed to promote safety, comfort, independence, and quality of life while maintaining a home-like atmosphere where residents are treated with dignity and respect.

Virginia Department of Behavioral Health and Developmental Services (DBHDS)
Our DBHDS-licensed programs provide community-based behavioral health, intellectual and developmental disability (IDD), skill-building, and residential support services. These programs are designed to empower individuals to achieve greater independence, improve daily functioning, strengthen community connections, and enhance overall quality of life.
Through evidence-based practices and person-centered planning, we help individuals build meaningful relationships, develop essential life skills, and actively participate in their communities.

Dr. Ednora B. Mason
DNP, MSN, APRN, PMHNP-BC, PMHNP-C, LAFA (Preceptor)
Professionally known as “Dr. E,” Dr. Ednora B. Mason is a board-certified Psychiatric Mental Health Nurse Practitioner and licensed mental health professional with over three decades of experience in behavioral health, residential care, and IDD services throughout Virginia.
As the founder and executive director of Heart & Soul LLC, Dr. Mason has built the organization from a single assisted living facility in 1994 into a respected multi-service behavioral health, IDD, and residential support organization serving thousands of Virginians. Her clinical expertise, compassionate leadership, and unwavering commitment to dignity and person-centered care continue to define the organization’s mission and culture.
Dr. Mason also serves as a leader within Crowne Initiative Services, furthering her commitment to expanding quality behavioral health and community support services throughout the Commonwealth of Virginia.
