Matthew L. Bradley, Jr.

Matthew L. Bradley, Jr., LCSW, is a behavioral health executive and Licensed Clinical Social Worker with over two decades of experience in human services, clinical leadership, and community-based care. As Chief Operations Officer and Clinical Director of Heart & Soul LLC, he oversees the delivery of behavioral health, residential, and support services for individuals with mental health, intellectual, and developmental disabilities across the Hampton Roads region.

Mr. Bradley also serves as Executive Director of Heart & Soul Community Development Corporation, the nonprofit arm of the organization, where he leads strategic initiatives focused on expanding access to care, strengthening community partnerships, and supporting underserved populations. His leadership reflects a commitment to building sustainable, person-centered programs that improve outcomes and promote independence.

Throughout his career, Mr. Bradley has developed extensive expertise in clinical assessment, treatment planning, regulatory compliance, and quality improvement. He is well-versed in DBHDS, DMAS, and DSS standards, and has played a key role in ensuring organizational readiness for audits, licensing reviews, and program expansion.

Mr. Bradley’s approach to care is grounded in respect, cultural understanding, and accountability. He is dedicated to empowering individuals to develop practical skills, overcome barriers, and achieve meaningful progress in their lives. His work continues to bridge clinical excellence with operational leadership, positioning him as a trusted provider and advocate within the behavioral health community.

He holds a Master of Social Work from Walden University and is a Licensed Clinical Social Worker in the Commonwealth of Virginia.
